Russian President Vladimir Putin signed a law that allows notifying conscripts of conscription using electronic summonses, and also introduces a number of restrictions for citizens who received a summons but did not come to the military registration and enlistment office. This was reported on April 14 by the propaganda agency TASS.
According to the law, summons to those liable for military service will be sent in writing and duplicated in electronic form. The electronic summons will be considered served from the moment it is posted in the citizen’s personal account on the “relevant information resource, in the information system.”
In addition, notification of the agenda will be sent to the citizen in his personal account on the public services portal. If the summons is not served in writing or electronically, it shall be deemed served after seven days from the date of its placement in the register of summonses.
On April 11, the lower house of parliament of the aggressor country of Russia – the State Duma – adopted in the second and third readings amendments that legalize electronic summonses. The law was prepared in secret from the public, even the deputies of the State Duma of the Russian Federation received the text of the bill only a couple of hours before the vote.
On April 12, the law was approved by the upper house of the parliament of the occupying country – the Federation Council of the Russian Federation, writes “Medusa” . Only one senator voted against – Lyudmila Narusova.
The Moscow Times writes that the law became response to the mass emigration of Russians. A senior government official told the newspaper that Russian President Putin was “personally offended” by the most massive exodus of citizens since the collapse of the USSR. According to demographers, 500-800 thousand people left Russia, the newspaper writes, and analysts of the Russian Alfa-Bank estimated the wave of migration at 1 million people.
“This escape at the same time personally offended and angered the chief [так среди российских чиновников по советской традиции принято называть между собой Путина]. An instruction was given to stop this in the future and start educating people in patriotism,” the source said.
Speaking about the men who decided to leave after the start of mobilization, Putin in October 2022 called for “legal, not emotional assessments.” But in reality, Putin was dissatisfied, the official emphasizes: those whom he instructed to mobilize left the country without hesitation.
Without a law, the authorities, watching what was happening in real time, had no legal opportunity to put up a barrier to escape. This is partly why the bill was prepared in secrecy, says a source close to the Kremlin to The Moscow Times.
On September 21, 2022, Putin announced a “partial” mobilization in Russia to replenish the troops that had invaded Ukraine. On October 28, Russian Defense Minister Sergei Shoigu reported to Putin on its completion.
On December 7, Putin said that there was “no need” to continue mobilization measures in the Russian Federation. According to him, 150,000 mobilized Russians are in reserve, and another 150,000 have been sent to the combat zone in Ukraine. At the same time, legally, mobilization in the Russian Federation did not stop, since Putin did not sign a decree on its completion.
The representative of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, Andriy Yusov, reported that Russia mobilizes 20,000 people every month.
According to Bloomberg, the Russian Federation mobilized more than 500 thousand people in 2022, of which about 100 thousand were recruited into private military companies, including Wagner.
