President Russia Vladimir Putin signed a new law (UU) governing the electronic registration system for conscription in the country. The new system aims to make it more difficult for Russian citizens to avoid being drafted into the military or military mobilization as so many have done before.
As reported CNN, Saturday (15/4/2023), this new system sends conscription summons to the local government portal called GosUslugi. As soon as the summons for military conscription appears on the local government portal, it will be deemed sent.
Previously, conscription summons would only be considered valid when sent manually and in physical form, and signed by the recipient.
The new law also allows any citizen who ignores online conscription summons to be legally declared a fugitive one week after the waiver. With that status, they will be prevented from leaving Russia and their assets will be frozen.
During partial mobilization was imposed in September last yearmany Russian men avoid being drafted into the military by leaving their registered addresses, not signing the summons and warning their families and co-workers to do the same for them.
The enactment of a new law approved by parliament on Wednesday (12/4) has sparked fears that more citizens will be mobilized to fight in Ukraine later.
The Kremlin in its explanation called the new law a normal streamlining of the biennial conscription process that applies in Russia.
