Russia has officially announced its demands on Ukraine

Russia insists on Ukraine to cease hostilities, to change its constitution, for to declare neutrality, to recognize Crimea for Russian territory and to admit separatist areas of Donetsk and Lugansk for independent territoriesKremlin spokesman Dmitry Peskov told Reuters

He told the agency that Russia had told Ukraine it was ready to cease hostilities “at this point” if Kyiv met its conditions.

This is Russia’s clearest statement regarding the conditions that Moscow wants to impose on Kyiv in order to stop its so-called “special military operation” in Ukraine. The war in Ukraine has been going on for 12 days now.

Peskov said Ukraine is aware of the conditions. “And they’ve already been told that all this can stop for a moment.”

On the issue of neutrality, Peskov said: “They must make changes to the constitution, according to which Ukraine will reject any goal of joining any bloc. This is possible only through changes in the constitution.”

A Kremlin spokesman insists Russia does not make additional territorial claims to Ukraine.

“We are really ending the demilitarization of Ukraine. We will finish it. But the main thing is for Ukraine to end its hostilities. They must stop their hostilities and then no one will shoot,” he said.

“They need to make changes to their constitution, according to which Ukraine will reject any goal of joining any bloc. We also talked about the fact that they must recognize that Crimea is Russian territory and that they must recognize that Donetsk and “Lugansk is an independent state. And that’s it. (Military action) will stop in a moment,” Peskov told Reuters.

Moscow has announced its demands before the third round of talks scheduled for today between Russia and Ukraine.
