London says the training should have taken place in September this year. It is considered an important annual event, intended to be the culmination of the military training year.

Starting from 2010, Russia has organized a four-year cycle during which joint strategic exercises rotate throughout the country. However, since 2021, the occupiers have held exercises every other year directly in western Russia. Threats from NATO and confronting them have become a training priority in recent years.

Russia’s poor performance in Ukraine suggests that these exercises have had limited value and have been largely for show, the report said. Most likely, Russia has canceled the training because of the very small amount of soldiers and equipment available. There is also the possibility that Russian leaders are sensitive to possible criticism that could follow this type of training.
