Electric bicycles have recently become a trend among children. Several times seen on the streets, electric bicycles are being ridden by children and their friends without parental supervision. Worst of all, recently a boy riding an electric bicycle on the highway was hit by a boxcar.
In fact, the use of electric bicycles on the road is not arbitrary. In Regulation of the Minister of Transportation number 45 of 2020 concerning Certain Vehicles Using Electric Motor Drives, it is explained that electric bicycle riders must comply with the provisions. The provisions in question are wearing a helmet, the user’s age is at least 12 years, not allowed to transport passengers except for electric bicycles equipped with passenger seats, and not allowed to modify the power of the motorbike to increase speed.

It is also stated, users aged 12-15 years must be accompanied by an adult. In terms of operation, electric bicycles can be used in residential areas, Car Free Day streets, tourist areas, areas around mass public transportation facilities, office areas, off-road areas. It is clear that in the regulation the highway is not included in it.
In addition, the police are also discussing the classification of SIMs for electric vehicle users. Director of Registration and Identification (Regident) of Korlantas Polri Brigadier General Pol Yusri Yunis said last February that his party was calculating the kWh of electric motors to determine the classification of SIMs. He emphasized that riding an electric vehicle with a speed of more than 35 km/hour must have a SIM.
“Electric vehicles with a speed of 35 km per hour must have a SIM,” said Yusri.
In fact, driving an electric vehicle in the form of a bicycle that can go above 35 km/hour specifications requires a driver’s license.
“Electric vehicles like bicycles can speed with a driver’s license, that’s the calculation. This includes us sitting together with law enforcement officials, the Ministry of Transportation and the police to determine that 35 km/hour must use the same rules as a 125 cc motorcycle,” he said.
