This support, which conditions the payment of the RSA to 15 to 20 hours of activity, will first be deployed in the Decazevillois basin before being extended to the rest of the department.
A few months after the Department’s announcement that it wanted to experiment with the RSA under conditions, the device was officially launched yesterday from the departmental technical center in Flavin. Arnaud Viala, the prefect of Aveyron Charles Giusti and Jean-Philippe Sadoul, vice-president in charge of solidarity thus presented the device as it will be declined in Aveyron from March, for the first accompaniments.
The evaluation will begin in December and the department remains the only one in Occitania to experiment with it (19 in France). For a period that can range from 18 to 24 months. For the time being, the services of the Department are in the process of “co-writing with the State the specifications specific to the Aveyron of France Work”, specifies the president Arnaud Viala.

“The general philosophy of this France Travail system is to considerably strengthen support for RSA recipients so as to allow as many of them as possible, I hope all of them, to return to a professional activity, through intermediate stages”, explains the president of the Department, Arnaud Viala.
Voluntary activity, training or apprenticeship
Because, “when you are a recipient of the RSA, you are sometimes far from the ability to have a salaried activity, he continues. For this, we will support them individually. And gradually, we can consider a return to work “.
In return, the recipients will have to carry out 15 to 20 hours of activities per week. Whether with associations or companies. Activities that can cover several areas: “It can be a few hours worked for those who can, but also training, getting a driving license, going to an association to have social contact and have a voluntary activity, continue the learning, etc. The range is immense, which will require our teams to develop this capacity to best support recipients”.
To avoid any confusion, the president of the Department made a point of recalling: “These are not renamed professional activities. It is not work that would bear another name. It is an activity for the recipient of the RSA”.

Extend it to the whole department
The question of possible sanctions, if ever the beneficiary refused to accept the imposed system, was also raised. “We want to include this approach in the logic of the correspondence between a right and a duty. When the whole system is implemented, and all the means of accompaniment deployed, if a beneficiary refuses, without any valid reason, the accompaniment planned for him there will be a sanction on the allowance. But that could only happen in the event of a manifest refusal”, replies Arnaud Viala.
When this experiment was announced last December, the choice of territory was the subject of debate. If, initially, the device concerns the whole Decazeville community and Grand-Figeac, for its Aveyron part it could be extended to the Territory of social action (TAS) of Villefranche-de-Rouergue and Decazeville (64 municipalities and 5 intermunicipalities).
And “the objective, if it works, is to extend it to the whole department”, assures Arnaud Viala. The regional councilor Pascal Mazet had denounced the fact that the “Decazevillois basin is once again stigmatized”.
“There are a little more people at the RSA (752 beneficiaries have been identified in the territory of Villefranche-de-Rouergue, Decazeville, editor’s note), recognizes Arnaud Viala. But above all, this territory deserves to be offered the means strengthened, that we can help him to overcome the difficulties which have struck him and which still strike him”.

20 million euros
To deploy this device, the State has provided an envelope of 20 million euros which will be distributed between the 19 departments which are experimenting with it. “And we intend to have our financial assistance,” recalled the president of the county council. “Recipients also need this positive signal and the additional resources we will benefit from will be targeted in this area”.
The results of this experiment will be watched closely by the State services which could decide to extend it to other territories.
