Having the status of replacement liberal, she expects to be paid by the Primary Health Insurance Fund (CPAM), which ultimately refers her to the CHU, responsible for the vaccination center in Kindarena. The administrative imbroglio begins for Anaïs, who had nevertheless followed the procedure to the letter. “We fill out a slip, the vaccinodrome manager sends it to the human resources department of the CHU for a stamp, and it is sent back to us. This is where I have to send it to the CPAM. “
Except after all that, nothing happens. Anaïs goes on e-mails looking for answers. “I wasn’t paid, and we weren’t looking for solutions to that. “
The nurse does not give up, and the exchanges between the CPAM and the CHU about her situation allow a conclusion to be reached: it is indeed the Rouen University Hospital to pay her, but not at the rate at which it is. Anaïs was waiting. Her package, which she thought was 55 euros an hour, goes to 24 euros. “I wondered if I was going to be able to pay the rent on my house, I cried a lot. Another factor plays in fact in the distress of Anaïs: she must discharge, at the beginning of August, the loads corresponding to her activity 2020, while she was in collaboration with a liberal nurse. She specifies, appalled, that they exceed 4,000 euros. “Whether I am a substitute liberal or not, I keep the same charges,” she continues, suggesting that her pay as an employee of the CHU, therefore unexpectedly, does not cover her costs.
Liberal … but not “installed”
Contacted, the CHU indicates that the case of Anaïs is “isolated”. The young woman decided to sign the contract at 24 euros an hour. “It was that, or I lost everything… No alternative was offered to me. I am upset. “The Health Insurance, also contacted, ensures that it” does not show any delay in the payment of the vacations carried out by the professionals intervening at the Kindarena vaccination center “. She provides some answers concerning the case of Anaïs.
It is necessary to distinguish a professional known from the Health Insurance files from those who are not. Those who are known are independent professionals and identified by their own Health Insurance (AM) number attached to their practice. He receives his fees on a personal basis. The one who is not known is an employee, retired, student, substitute, in this case, he no longer works or not in his own name for the collection of fees / salary.
Thus, Anaïs is no longer considered as an established liberal, but as a replacement liberal. ” She goes out [alors] health insurance files, which is no longer its direct interlocutor, ”concludes the CPAM. A finding that is shared by the URPS (Regional Union of Health Professionals) of nurses in Normandy, to which Anaïs appealed to see more clearly.
Clearly, she can claim a salary of 55 euros an hour, even at the vaccinodrome, only if she is under a replacement contract with a registered nurse. However, during her vacations at the CHU in May and June, the young woman, who nonetheless loses her liberal status, did not replace any other professional. An operation recognized as complex, which led Anaïs to take a radical decision.
“I will stop practicing in liberal at the end of the year, with the charges, I cannot find myself there. She wishes, through this experience that she considers unfortunate, to inform colleagues who find themselves in the same situation.
