The lockers will be placed in places where the neighborhood complains about loitering youth. The equipment has been used for years in about 100 municipalities in the Netherlands.
‘Certificate of incapacity’
In 2010 there was still a fuss about the cabinets. The Council of Europe had ruled that they violate the European Convention on Human Rights and the UN Convention on the Rights of the Child. Mayor Eberhard van der Laan banned the cabinets a year later.
Several ministers have also given the municipalities a blow in the past. That’s how Guusje ter Horst called it a certificate of inability. “You don’t even try to get in touch with those young people.”
In Rotterdam most of the cabinets were removed at the time. Innocent young people also suffered from it. Parents with babies had questions. But recently there have been more and more boxes, which again lead to criticism. GroenLinks, Denk and the SP still spoke in 2020 about ‘the chase system’.
