50 Romanian soldiers started building two shelters on Tuesday, the Ministry of Defense said.
Shelters are being built to protect the residents of Plauri. They will be handed over to local authorities as soon as they are completed, the statement said.
The wreckage of a drone was recently found in the vicinity of Plauru.
Romania’s National Committee for Emergency Situations has made a decision “to implement protective measures on the territory of the country in the immediate vicinity of the Ukrainian conflict zone”.
Romanians living near the Ukrainian ports of Reni and Izmailia will receive alerts on their phones in case of war-related risks.
Romanian President Klaus Iohannis and NATO chief Jens Stoltenberg announced on Saturday that they discussed finding the drone wreckage in a telephone conversation.
Stoltenberg said there were “no signs of an intention to attack NATO, but these strikes are destabilizing.”
He also expressed satisfaction with the US decision to deploy more F-16 fighter jets to patrol NATO airspace.
According to Iohannis, the discovery of the wreckage shows that “there has been an absolutely unacceptable violation of Romania’s sovereign airspace.”
Romania has activated measures to increase surveillance and airspace security following repeated Russian attacks across the border on Danube ports and infrastructure.
