Romanian Ministry of Health’s National Vaccination Strategy 2023-2030: Strengthening Immunization Goals and Cooperation

The Romanian Ministry of Health has developed a national vaccination strategy for the period 2023-2030, given that the COVID-19 pandemic has affected the national vaccination program and vaccination coverage. The aim of this strategy is to strengthen the capacities of all sectors involved in achieving immunization goals and to improve cooperation between them.

The objectives proposed in the strategy are aligned with the 2030 Agenda for Sustainable Development of the United Nations and include the following targets:

Ensuring a vaccination coverage of over 90% for all vaccines included in the national vaccination program. Achieving 70% vaccination coverage for lifetime vaccination in at-risk groups for vaccine-preventable diseases. Increasing demand and acceptance for vaccination among the population. Maintain status as a country that has eliminated endemic rubella and poliomyelitis. Eliminating and maintaining the elimination of endemic measles. Prevention of congenital rubella infection/congenital rubella syndrome.

Proposed measures to achieve these goals include strengthening national vaccination programs, ensuring disease surveillance and capacity to monitor vaccination programs, developing informational and educational materials for use by the public and health care providers, training medical personnel and development of immunization monitoring systems.

The implementation and monitoring of the strategy will be carried out by the National Institute of Public Health (INSP), which will develop a monitoring framework and a mechanism for regular data collection from institutional managers. Monitoring will be done through annual reports that will present the status of strategy implementation and will be available until June 30 of the year following the one for which the report is made.
