Road Closure and Traffic Arrangements for Rugby Sevens – A Recap

The Hong Kong Rugby Sevens will be held at the Hong Kong Stadium for three consecutive days starting today (31st). It is the first large-scale sports event in Hong Kong after the full return to normalcy. It is expected that more than 35,000 spectators will attend the opening game. To cope with the race, special traffic arrangements will be implemented in So Kon Po and Causeway Bay. Many roads in the area will be closed, and many bus and minibus routes will be diverted. In addition, at the end of the stadium, KMB, NWFB and Citybus will provide a total of 7 special routes after the end of each day’s games to facilitate fans to and from the stadium.

To coincide with the rugby match held at the Hong Kong Stadium from March 31 to April 2, the Police will implement special traffic arrangements as follows:

Transportation arrangements at the start of the event

The following traffic arrangements will be implemented at about 11:15am on March 31, at about 7:45am on April 1 and at about 7am on April 2:

– Caroline Hill Road from its eastern junction with Leighton Road to Cotton Road (except for vehicles heading to St. Paul’s Hospital when Tung Lo Wan Road is closed); – Westbound Hysan Avenue between Sunning Road and Hoi Ping Road ;

— Parking Bay at King Shing Street and Moreton Terrace;

– Lee Garden Road between Lan Fong Road and Hysan Avenue, if necessary;

– If necessary, on the downhill direction of Link Road northbound, except for vehicles bound for Link Road No. 1A, No. 3, No. 5 and No. 7; and

– If necessary, no right turn is allowed on the downhill direction of the northbound Link Road to the southbound Caroline Hill Road.

– Caroline Hill Road from its junction with Link Road to Stadium Drive will be rerouted one-way southbound;

– Eastern Hospital Road between Stadium Drive and Tung Lo Wan Road will be changed to one-way northbound;

– Hysan Avenue between Leighton Road and Hoi Ping Road will be changed to one-way eastbound;

– Two lanes will be drawn on the eastbound lane of Hysan Avenue to allow vehicles to turn right into Hoi Ping Road;

– Vehicles traveling west along Hysan Avenue between Yun Ping Road and Sunning Road must turn left into Sunning Road;

– Caroline Hill Road will be marked with two lanes from its western junction with Leighton Road to Link Road for vehicles entering Caroline Hill Road from Hoi Ping Road;

– Vehicles heading northbound Caroline Hill Road in the downhill direction of Link Road northbound must turn left into westbound Leighton Road;

– Vehicles leaving the private driveway of Lee Garden One shall turn left into eastbound Hysan Avenue; and

– If circumstances permit, passenger taxis and coaches may be allowed to turn right from the eastbound right lane of Leighton Road into Caroline Hill Road.

Passenger drop off

Tourist buses will pass through Caroline Hill Road and Eastern Hospital Road, and must drop off passengers near Cotton Road and leave via Eastern Hospital Road and Tung Lo Wan Road. Tourist buses with a permit issued by the Hong Kong Rugby Union can enter the west tunnel of the Hong Kong Stadium via the Stadium Drive.

Taxis and private cars can be dropped off at the following designated locations:

— the north side of Caroline Hill Road outside South China Sports Club;

— Caroline Hill Road near the western roadside of Cotton Road; and

— Cotton Road near the north side of Eastern Hospital Road.

Second.Transportation arrangements at the end of the event

The following traffic arrangements will be implemented from around 7:50pm on March 31, around 8:25pm on April 1 and around 7:25pm on April 2 until the crowds clear :

– Eastern Hospital Road service road;

– Cotton Road;

— Northbound Tung Lo Wan Road between Eastern Hospital Road and Leighton Road;

– Link Road, if the situation permits, vehicles heading to Link Road No. 1A, No. 3, No. 5 and No. 7 may be allowed to enter;

– Hoi Ping Road;

– King Shing Street;

– Parking Bay at King Shing Street and Moreton Terrace; and

– Leighton Road, if necessary.

– Vehicles traveling along westbound Leighton Road will not be allowed to enter Link Road via Caroline Hill Road, and affected vehicles heading to Link Road will be diverted via Wong Nai Chung Road and Broadwood Road; and

– If Leighton Road is closed, traffic on westbound Causeway Road must divert to Irving Street; traffic on eastbound Morrison Hill Road must divert to West Canal Road; traffic on southbound Percival Street must turn right into Leighton Road westbound; and vehicles traveling along Canal Road southeastbound are not allowed to turn left onto Leighton Road.

Transportation arrangements during the event

Prohibited for learner drivers

The following roads will be closed to learner drivers from 6:00 am to 11:00 pm daily from March 31 to April 2:

– Leighton Road;

– Percival Street south of Hennessy Road;

– Caroline Hill Road;

– consecutive roads;

– Stadium Path;

– Cotton Road;

– Eastern Hospital Road; and

– Eastern Hospital Road Accessory Road.

Learner drivers are also not allowed to turn left from Causeway Road into Tung Lo Wan Road.

Parking Space Suspended

On-street parking spaces, motorcycle parking spaces and disabled parking spaces on the following roads will be suspended during the following periods:

From March 31st to April 2nd from about 6:00 am to about 11:00 pm daily:

– Eastern Hospital Road service road;

– Hoi Ping Road; and

– Nineteen metered parking spaces on Tung Lo Wan Road.

From about 6:00 am on March 31 to about 11:00 pm on April 2:

– Stadium Path; and

– Northbound Caroline Hill Road between Stadium Drive and Cotton Road.

Restricted access to parking lot

If necessary, the car park on Caroline Hill Road will be closed for a short period of time.

Vehicles in car parks on closed road sections may not be permitted to leave the car park during road closures.

All illegally parked vehicles within the implementation area of ​​special traffic measures may be towed away without prior notice.

The Police will implement traffic arrangements depending on the prevailing traffic and crowd conditions in the area. Members of the public should follow the instructions of the police officers on site.

7 special bus routes

In order to make it easier for spectators to travel to various districts after the games, Citybus, NWFB and KMB will operate 7 special routes after the races on each day. Departing from the stadium, the NWFB route 8R to Siu Sai Wan, the NWFB route 25R to Central, the 30R route to Cyberport, the KMB route 108R to Kai Tak, the tunnel to Mong Kok (by Citybus , KMB Joint Venture) 117R route, Citybus 930R route to Tsuen Wan (Discovery Park), and KMB 936R route to Tsuen Wan (Bayview Garden).
