Rising Insurance Costs and Coverage Challenges for Municipalities: Saint-Clair-sur-Epte Case Study

This is an end-of-year problem for municipalities, which are finding it increasingly difficult to insure themselves in the face of soaring contributions.

Urban riots and weather damage are the cause and sometimes the argument.

In Saint-Clair-sur-Epte (Val-d’Oise), the town hall had its contract terminated by the insurance company which covered the village.

A disaster that occurred in June 2022, a year before the riots, is the reason.

“We lost our municipal technical center, ravaged by a fire,” recalls Christophe Depont, mayor (Se) of Saint-Clair-sur-Epte, who had used his reimbursement deadlines.

“It turns out that we have too high a loss ratio, according to our insurance which warned that on January 1, 2024 we would no longer be covered,” laments the councilor.

The termination decision was however sent in October 2023, more than a year after the disaster, but a few months after the urban violence which hit France and which served as an argument for insurance companies to increase their contract rates and , above all, cancel most of them, leaving town halls in the lurch.

“I questioned the deputy (Renaissance) Emilie Chandler and the senator (Ps) Rachid Témal,” underlines Christophe Depont. Parliamentarians took it up.

The municipality’s insurer was in favor of continuing coverage for certain policies, but no longer for property damage.

“Given the lack of consideration from our community’s insurance company, I preferred to terminate all contracts,” replied the mayor.

Since December 13, the town hall has been on the verge of finding a new insurer.

“Negotiations are underway,” confirms the mayor.
