Rising Claims for Credit and Debit Card Theft and Fraud in 2022: A Look at INS Compensation Trends

From January to December 2022 National Insurance Institute (INS)compensated 215 clients who suffered theft or fraud with their credit and/or debit cards with ¢148,940,810.

Claims for theft or fraud with debit or credit cards increase

This 2023, there is an increase in the number of claims, but a lower amount compensated, since from January to September 416 claims have already been attended to for an amount of ¢102,712,927

The largest number of claims this year were attended to during the month of March when 66 requests for compensation were registered.

These payments were made mainly under the Secure Debit Card and Secure Credit Card policies, which are marketed collectively through banking and financial entities and cover in the event of theft or fraud.

It can also be subscribed individually, for this the INS offers self-issued insurance.

In group insurance, the annual investment ranges between $2.41 plus VAT and $3.39 plus VAT for every $1,000 of insured amount. In the case of self-issued insurance, for an insured amount of ¢1,000,000, the annual premium is ¢5,675 plus VAT.

In the event of theft or loss of the credit card, the insurance covers 90% or 100% (depending on the policyholder’s choice when subscribing to the policy) of purchases of goods or services that have been made fraudulently by persons. not authorized by the insured, during the three days prior to blocking the card, and after submitting the corresponding complaint to the financial institution.

If it is fraud, it covers if a person not authorized by the insured uses their name and card number to purchase goods or services.

Likewise, it covers 90% or 100% of the defrauded sums (depending on the policyholder’s choice), for a maximum period of 30 calendar days prior to the date the card is blocked.

If you need to activate the policy coverage, the insured person must present the following documentation to the branch or bank with which they signed the policy and have the card:

– Copy of the identity document.

– Complaint to the Judicial Investigation Agency. In the event that the event physically occurs while the insured is outside the country, the report must be filed with the corresponding authorities in the country where the incident occurs, provided that you have access to it.

– Certification issued by the financial institution indicating: full name of the insured, identification number, that the card linked to the policy matches the card related to the claim, date of occurrence of the incident, location of the events, type crime, credit or debit card limit, amount of loss and reason (fraud, theft or loss); as well as the date, time and lock code.

– Copy of the account statements detailing each of the transactions related to the incident.

– If the illegitimate transactions were carried out abroad and the Insured is in Costa Rica, they must prove their permanence in the country.
