The municipal council unanimously approves the budget for 2021 / significantly less business tax income calculated.
(fi). Around 4.8 million euros for investments, the financing of the same without new loans and at the same time a removal of the mountain of debt to a value that is well below the per capita debt, below the district or national average of communities of comparable size – Ringsheim has big plans for the 2021 budget. Mayor Pascal Weber said in a public meeting of the municipal council on Tuesday before the latter unanimously adopted the 213-page package.
The key data in the budget, which was made ready for a decision in two digital meetings, are also remarkable because Ringsheim, like other municipalities, also expects significantly lower income from trade tax. With a calculated 500,000 euros, the trade tax is well below the level of 2019, when 825,000 euros were still levied.
And it is currently unclear whether the federal or state governments will make compensatory payments for lost tax revenue like in 2020. The fact that the support in pandemic year two does not necessarily have to be in the amount of 2020 (pandemic year one) is made clear by the compensation provided by the state in the case of parents’ contributions in daycare and childcare. Here, the parental contributions that the municipality waived for those parents who did not take advantage of emergency care for their children were almost completely covered by the state last year. For this year, the country only wants to take on 80 percent of the premium defaults.
The parental contributions for January are suspended
In a vote separate from the budget, it has already been decided that the municipality will continue to suspend parental contributions for January. Mayor Weber announced in this context that the municipality in the southern district wants to find common answers to this question. He is assuming that parenting contributions will not be charged for closed daycare centers, as was the case recently. Weber: “Only the parents who make use of the emergency care have to pay the fee. In the kindergarten area that is almost every second child.”
Another consequence of the pandemic: the community will continue to invest in the digitization of the Karl Person School this year. 50,000 euros are set here in the budget.
When it comes to climate protection, the community does not want to take a Corona break. The funding for private photovoltaic systems and battery storage systems launched in 2020 is to be continued, but with a slightly lower funding contribution. A new item in the budget for promoting renewable energies is an item with 150,000 euros, which is intended to finance photovoltaic systems on community roofs, for example on the roof of the new building yard and the fire station.
A few days ago, there was an important impetus for village development with the inclusion of the “redevelopment center north” in the state redevelopment program. The state gave a commitment to support with 800,000 euros. The first projects in the redevelopment area are to be initiated this year. Ringsheim has already put 100,000 euros into the 2021 budget for co-financing.
