«Through their misuse, fireworks contribute to urban violence“. In accordance with instructions from the Ministry of the Interior, the Rhône prefecture has issued a very broad order prohibiting the use, transport, purchase, sale and transfer of pyrotechnic articles. This across the entire department from this Wednesday, December 27 and until January 7. This concerns articles of entertainment and pyrotechnics of categories C1 to C4, F1 to F4, P1 to P2, and T1 to T2; with certain exemptions for professionals. Sale is prohibited on private or public land or at markets, while importation from all countries, whether members of the EU or not, remains subject to customs authorization.

“Serious risks of disturbances to public order”

State services fear the use of rockets and other fireworks mortars in direct fire against law enforcement and firefighters. The order of the prefect responsible for security, Juliette Bossart-Trignat, also refers to “sometimes serious injuries» generated by these devices during the riots at the beginning of the summer. She highlights the “damage and destruction by fire» during this period. Many municipalities having been affected, she believes that “the entire territory of the department is affected by serious risks of disturbances to public order”.

Recalling the upgrade of the Vigipirate plan to emergency attack level, the prefect believes that “the use of these fireworks has the potential consequence of generating significant gatherings of people“, in particular “band phenomena“. The use of these devices is likely to “create disorder and panic on public roads», she continues, highlighting the additional interventions generated for the police.
