Rhône department municipalities lose jurisdiction over housing building permits

Seven municipalities in the Rhône department, including Saint-Genis-Laval, lost their jurisdiction over building permits for collective housing to the prefecture on Monday January 1.

The city of Saint-Genis-Laval announced that it “has no other choice” than to take legal action against the decision of the Rhône prefecture this Tuesday, January 2, after having lost its jurisdiction over housing building permits. collectives. Along with six other municipalities in the department, Saint-Genis-Laval saw this competence withdrawn due to its deficiencies in terms of construction of social housing.

“An incomprehensible and contested unilateral decision” by the Rhône commune. In a press release, she considers that this choice is “disproportionate in view of the numerous actions implemented since 2020”.

“The city nevertheless has a social housing rate of 19%, a non-negligible rate despite a very constrained urban planning context in Saint-Genis-Laval”, she judges, assuring that “no building permit has been issued. been refused since 2020”.

The prefect of Rhône announced in October that sanctions would be increased for municipalities in the department which do not respect the Solidarity and Urban Renewal (SRU) law, imposing 25% social housing by 2025.

The other municipalities targeted are Caluire-et-Cuire, Chaponnay, Chazay-d’Azergues, Mions, Saint-Symphorien d’Ozon and Tassin-la-Demi-Lune. All have an achievement rate of their 2020-2022 objective of less than 33%.
