Rules for disbursement of old-age security (JHT) BPJS Ketenagakerjaan has often changed during the administration of President Joko Widodo (Jokowi). The latest changes made by the Minister of Manpower Ida Fauziyah by again prohibiting the disbursement of JHT before the participant is 56 years old.
At the beginning of the first period, Jokowi issued PP Number 48 of 2015. The regulation states that JHT BPJS Employment can only be disbursed when participants enter the age of 56 years.
The rule sparked public disapproval. Online petitions and criticism in the mass media forced Jokowi to revise the regulation. He also ordered the Minister of Manpower Hanif Dhakiri to revise the regulation.
On August 12, 2015, the government issued Government Regulation No. 60 of 2015. The regulation states that JHT BPJS Ketenagakerjaan can be disbursed a month after the participant leaves the company. The Minister of Manpower Hanif Dhakiri followed up on this rule by issuing the Minister of Manpower Regulation Number 19 of 2015.
Seven years later, the Minister of Manpower Ida Fauziyah, a partner in Hanif’s party, issued the Minister of Manpower Regulation No. 2 of 2022. The new regulation re-stipulates the age requirement of 56 years in the disbursement of JHT BPJS Ketenagakerjaan.
The regulation has again drawn criticism from the public. A total of 401,281 people signed an online petition demanding the repeal of the regulation.
Workers from the Confederation of Indonesian Trade Unions (KSPI) also took to the streets to demonstrate. They raided the Ministry of Manpower in Jakarta today.
KSPI demands that the Minister of Manpower Ida Fauziyah revoke the rules she made. They also demanded that Jokowi remove the PKB cadre from his ministerial position.
Rejection also came from parliament. The chairman of the DPR, Puan Maharani, said that the policy was issued at the wrong time.
“The policy is in accordance with the JHT designation, but lacks socialization and is not sensitive to the condition of the community, especially the workers,” said Puan.
