Revised Project for Triple Sports Hall and Renovation of Existing Buildings: Loan Request of CHF 18 Million

In 2016, the Great Council approved a loan of CHF 7.69 million for the original project of the triple sports hall. However, discussions with the municipality about the exact location of the sports hall then led to the development of a new project at a different location. This project includes the demolition of the existing hall and the construction of the new triple sports hall on the same site, as well as the refurbishment of the other buildings to improve the thermal insulation of the building envelope, particularly with a view to optimizing energy costs.

When the jury unanimously decided in favor of the new Pick&Roll project by the general contractor Blumer-Lehmann in spring 2021, the feedback from the offers revealed that the costs for the entire project would be higher than expected. A comparison with other triple sports halls that were realized or estimated with a total investment of between 10.5 and 11.4 million Swiss francs confirmed this assumption. The estimate for the new triple sports hall in Schwarzsee, which will take the place of the existing hall, is of a little more than 15 million Swiss francs in this order of magnitude. This amount includes a contingency reserve of 10%.

In addition, an extensive and systematic study by an external architect’s office showed that the two buildings from 1970 and 1980, which will not be replaced, need to be renovated so that they meet current energy and sanitary requirements. Around CHF 11 million is estimated for this extensive work, including an accuracy reserve of 15% and a reserve for contingencies of 15%, as is usual with building renovations in this project phase.

The entire credit that the State Council is now applying for the revised project of the triple sports hall and for the renovation of the existing buildings, after deduction of the credit already granted, amounts to around 18 million Swiss francs. The loan request does not include the construction of a covered sports field, thanks to which the various sports activities can be maintained during the construction of the new triple sports hall. Almost CHF 1.8 million has already been earmarked for this sports field.
