On September 11, the VNG had an administrative consultation Wmo with Vicky Maeijer, the new State Secretary for Long-term and Social Care. In addition to an introduction, the following were discussed: the income-dependent personal contribution scheme and the volume compensation in the Protected Housing benefit.
Below is a summary of the most important points from the administrative consultation.
Income-related contribution scheme
The VNG and the State Secretary are concerned about the planned implementation date of 1 January 2026, given the advice of the Council of State and the parliamentary decision-making process that still has to be completed. The VNG urges a swift legislative process, because the income-dependent contribution is an important instrument to stop the growth in household help and to eliminate waiting lists. This is necessary to be able to continue to provide help to residents who need it most. If implementation by 2026 proves impossible, the withdrawal from the municipal fund of 225 million by 2026 must also be postponed.
Volume compensation for sheltered housing
In 2025, the government will again not apply the usual system of the municipal fund in the allowance that municipalities receive for sheltered housing. The so-called volume compensation is awarded on the basis of figures on the subpopulation of sheltered housing. Municipalities have great difficulty with this. A stable municipal fund and a reliable co-government are necessary for building up and maintaining a wide range of Wmo facilities. The VNG board has therefore decided to withdraw from the administrative agreements Wlz Ggz (2023-2025) with immediate effect. Read more about this decision
Healthcare fraud warning register
The VNG is concerned about the introduction of the Healthcare Fraud Warning Register, part of the Promotion of Cooperation and Legitimate Care Act. However, the regulation is already pending before the House of Representatives and the Senate. The VNG believes it is important to combat healthcare fraud, but this law will not contribute to this. Furthermore, the implementation practice is not ready for the introduction of this law. The VNG previously requested VWS, based on an implementation test, to postpone the intended implementation date of 2025 and will now submit this request to members of parliament.
