The plan seeks to protect the park and the neighborhood from future flooding caused by storms and rising sea levels by rebuilding 8 feet of soil.
But protesters argue that the municipal government has not been transparent in handling the situation and that the plan limits access to nature when residents need it most.
Some of the protesters tied themselves to various trees to demonstrate the importance of keeping forest impact to a minimum when carrying out this project.
Community members called on the city government to consider alternative ways to prevent storm damage and keep the park open.
