Explanations for the “unavailable” and “unaccountable possession of large quantities of chemical solvent that were found in Promahonas a few days before the crime of Tempe” are requested by the Head of the Department for Rural Development and Food and Member of Parliament for Larisa of SYRIZA, Vassilis Kokkalis, with his question to the Minister of Finance , Kostis Hatzidakis.
Specifically, in his question, Mr. Kokkalis mentions the following:
“The most important aspect of the Tempe accident is the detection and identification, according to the State General Chemistry, of the chemical substance “xylene”.
The thorough investigation of this aspect will lead to the disclosure of the causes of the explosion and its extent, which resulted in the elimination of approximately 30 passengers out of the 57 victims of the tragedy, a fact that could have been avoided if there had been no transport of the chemical in question and the explosion was not caused as a consequence of the chemical.
The Italian managing director of Hellenic Train, M. Capoporto, argued, both during his testimony before the members of the investigation committee and before the special Appellate Investigator, who from September 2023 in his letter to Hellenic Train requested clarifications for the cargo of the commercial train, that “xylene is contained in solvents used to clean the trains from graffiti”, while according to the experts and the EDAPO (Committee of Investigation), it is a flammable chemical solvent, used for manufacture of paints, but also fuel adulteration.
So while the findings of the experts show the existence of a large amount of chemical solvents, which are in no way justified for cleaning the trains from graffiti, disproving the claim of the managing director of Hellenic Train, M. Capoporto, the origin of these comes up for investigation quantities, the purpose of transporting chemical solvents by the commercial train from Thessaloniki and finally the destination and receiver of these quantities, if the train eventually reached its destination.
DIAVGEIA shows that mainly since 2020, in the wider area of Central Macedonia, there have been massive inflows of chemical solvent, which, after analysis by the State General Chemistry, has established the existence of “xylene”. In particular, by the General Directorate of Customs & Customs – Customs of Serres, successive acts have been issued ” “EXTREME PROCLAMATION OF THE PRODUCTION OF GOODS OWNERSHIP OF THIRD PARTIES”, of large quantities of chemical solvents, with the last one (prot. number 1261) being placed on February 13, 2023, i.e. 15 days before the Tempe accident. In accordance with the aforementioned act, it was announced that a quantity of chemical solvents, which are subject to wear and tear and difficult to store, are being exposed to an oral auction for the sale, for which two auctions have already been held which were unsuccessful. According to the same declaration, the goods in question had been confiscated with the Seizure Report of the Serres Customs dated 18/01/2023 and the auction was to be held at the Customs Office of the Serres Customs on the 15th of February of the year 2023, and the sold and goods already seized, was a quantity of 25,747 liters of Chemical Solvent, i.e. a substance detected after the collision of the trains. It should be noted that from the investigation that took place at DIAUGIA, it appears that after the acts of declaration, no acts of confirmation are posted to the bidder, who emerged as the highest bidder during the auction held each time.
Because, in practice, the above means that, if no bidders emerge, especially during the last auction of 02-15-2023, the seized goods are either still kept, a fact which is not consistent with the nature of the goods, as they are considered to be subject in deterioration and the storage of these is difficult, or an unclear framework is created for the place and the legal storage regime of the quantities of chemical solvent in question.
The responsible Minister is asked: Were the oral auctions held for the approval of the above chemical solvent goods by the Customs of Serres, especially the one of February 15, 2023 and, in a negative answer, if there is no bidder who has received the above quantities , where have the seized quantities of chemical solvent been kept since then and under what legal regime with regard to possession liability?’
