Exactly at 04:00. this morning we returned the hands of your watch with 1 time ago and accordingly we return to astronomical time.

Like that at 04:00 it became 03:00. and we will sleep 1 hour more, and in the morning it will be light earlier, in the evening it will get dark quickly.

In Bulgaria this practice was introduced in 1979 By decree of 1997 the summer time effective from 3:00 a.m. morning on the last Sunday of month March.

We’re bringing the arrows back, but why?

Moving the arrows in Europe was introduced in 1976 at the request of France. In Great Britain, however, it has been applied since 1908. 

Daylight saving time is a system introduced to save lighting costs by increasing the use of daylight. With it, the officially applied time is usually shifted 1 hour ahead of astronomical time and remains in effect until the last Sunday of October in the corresponding calendar year.
