In June, the city of Winterthur presented its master plan for long-term care up to 2040. The city council identified a gap in outpatient offers such as Spitex, living with service or in day-care places that relieve caring relatives. With the supply and real estate strategy published on Tuesday, the city is now showing how it intends to close these gaps in care for the elderly.
The “Everything under one roof” strategy provides that all offers are located on the area of an old people’s center. The retirement homes are to work even more closely with Spitex and thus enable an uncomplicated change in care and living arrangements. For people who want to grow old in their own home, Spitex is now offering health advice. The retirement centers are increasingly relying on temporary stays, for example for rehabilitation or to relieve relatives. According to the city, this is intended to encourage the return to an independent life.
Where what is being built
The new strategy calls for adjustments to the infrastructure. The city expects the planned renovations and replacement buildings to cost 230 million francs. Since the old people’s centers are self-employed, they have to repay the money over the next 33 years. The specific construction projects are presented to the city council, the large municipal council or the electorate, depending on the construction cost.
The city wants to have completed the renovation cycle by 2035. It will not be possible to carry out all the work while the plant is running. For residents who have to vacate their rooms temporarily, the new replacement building for the Adlergarten retirement center is intended to provide a temporary home.
With the exception of the Neumarkt retirement center, various construction projects are planned in all urban retirement centers in the medium term. A new extension with 100 to 120 places is being built in the Adlergarten retirement center. In addition, a refurbishment for living with service and a Spitex center. At the Oberi old people’s center, it is still being clarified whether a renovation or a replacement building makes sense. The number of care places is to be reduced.
The Brühlgut retirement center will continue to operate with around 110 places. An extension should increase the residential character. The residence next door is being refurbished for serviced living; an additional new building is being examined for the same purpose. A renovation is planned in the Rosental retirement center in order to optimize the space and comfort. It is to continue to be operated with around 100 single rooms.
