The 9 retiree organizations took note of the general policy speech of the new Prime Minister Gabriel Attal which confirms the doubling of the amount of deductibles and flat-rate contributions remaining payable by social insured persons on medical procedures, prescribed medications, biological procedures and radiology, paramedical procedures and medical transport. This decision increases the remaining burden on retired people by 800 million euros.
In addition, the annual cap of 50 euros on the deductible, until now applicable for all social security policy holders subject to the deductible, would only remain for social security policy holders with long-term illness (ALD). No more annual ceiling on medical deductibles would be provided for other policyholders.
In addition to the fact that they make policyholders feel guilty, these measures are added to a series of increases, which weigh heavily on the purchasing power of households and raise fears of an increase in the renunciation of care for the poorest policyholders, in especially retirees:

- Increase in supplementary health insurance contributions for 2024 following in particular the transfer of costs from compulsory health insurance to supplementary health insurance and the deployment of the 100% health reform, which is particularly unequal and expensive.
- Trend towards an increase in fee overruns payable by social security holders and fear of an increase in the remainder payable by households, particularly for dental care.
- Disparities in out-of-pocket costs across the territory, particularly based on age.
The 9 retiree organizations therefore demand the withdrawal of the 3 draft decrees aiming to define the modalities for setting the amount of the deductibles, like the majority of the CNAM Council meeting on February 1.
