Retail is no longer allowed without accounting: flat-rate VAT…

Among others, 1,500 cafe owners still use the system.

Retailers who still work without accounting will have to do so from 2028. The government is getting rid of the flat-rate VAT, which is being used by fewer and fewer businesses, according to De Tijd on Thursday.

For businesses that make use of the scheme, taxes and VAT are not calculated on the basis of real income and purchases, but on the basis of a flat rate per sector. It represents a major administrative simplification for both the trader and the tax authorities, but the lump sum is also susceptible to fraud.

For years, the scope of the system has been restricted. At present, about 6,000 traders still use it. These include 1,500 cafe owners, 1,150 hairdressers, and 1,000 bakers.

The government is now abolishing the lump sum, because the economic law code, which came under the previous government, stipulates that all self-employed persons must keep accounts. There will be a transitional arrangement: the system will be closed for new entrants on 1 January 2022, but those who are already using it can continue to do so until 1 January 2028.
