Restrictions in stores in the red zone. Expert: stores will run longer

– We had information from the government several dozen hours in advance about the so-called hours for the senior. However, we had no information about the restrictions announced on Thursday, says Maciej Ptaszyński, vice-president of the Polish Chamber of Commerce, money.pl.

– From this perspective it is nothing new. On the other hand, companies will have to extend the period of customer service, because from now on serving the same number of consumers by stores will take more time – says Piotr Arak, director of the Polish Economic Institute.

Arak also reminds that during the lockdown, turnover in stores dropped significantly. He pointed out that, although at that time Poles were making larger purchases (often in reserve), they visited retail outlets much less frequently. – Consumption has now returned to levels similar to those before the pandemic. The potential risk of a large drop in turnover similar to that in April seems to be much smaller. We have learned to work, shop and even go to restaurants during a pandemic – explains the director of PIE. However, he adds that some stores will certainly suffer from the drop in turnover.

Trade pros or dialogue

Our interlocutors, in fact, agree that the epidemic situation in Poland has forced the restoration of some of the restrictions that we remember from the times of the lockdown. However, they would like the government – before implementing the restrictions – to initiate discussions with trade.

– We are always open and ready for dialogue. This is what organizations like ours and not only ours are for, reminds Ptaszyński. He also adds that the problem is often the time that the rulers give from the moment of announcing new solutions to their entry into force.

– It is worth that regulations restricting trade should appear in advance. Sometimes a dozen or so hours remain between the publication of a legal act and its entry into force. It is very little time to analyze and implement the new regulations – adds the vice president of PIH.

– It is one thing to hear about restrictions at a press conference, and another thing to analyze a specific legal act and adjust the company’s operations to it – points out our interlocutor.

No for senior hours, trading Sundays to discuss

Ptaszyński also does not agree with the so-called for hours for seniors. From Thursday, only the elderly can shop in stores – mainly grocery stores, drugstores and pharmacies – from 10am to 12am.

– Senior hours are not a good idea, which we have talked about many times. In fact, it is a conflict-generating solution, disorganizing the work of shops and not supporting – contrary to appearances – the elderly. And in the absence of a lockdown in the spring, it additionally disrupts the functioning of professionally active people – says Maciej Ptaszyński.

What about trading Sundays? The vice president of PIH is not in favor of removing this restriction. She points out that customers are already used to shopping on Sundays in small shops where the owner serves them. He added that another change in regulations in this regard “would be a huge organizational and financial challenge” for small shops.

It also recalls that the law on non-trading Sundays has already been liberalized in one of the so-called anti-crisis shields. It was then that the stores were able to receipt of goods on the last day of the week. As our interlocutor explained, he does not receive any signals from the industry about the need to further ease the ban. Piotr Arak has a slightly different opinion.

– It could be considered if the difficult situation continues. Over 400,000 people work in large-format stores in Poland. employees. If it was possible to spread their work and the number of consumers who visit stores over more hours, it would be easier to ensure sanitary safety for employees – comments the director of PIE.

– It is worth noting, however, that there was no modification of the ban on Sunday trading in other countries. It must be remembered that it is not the restriction of trade on Sunday that is the problem, but the coronavirus – concludes Arak.

In recent days, there has been information about a possible temporary lifting of the trade ban on Sunday. It was confirmed by the head of the KRPM, Michał Dworczyk. – We are analyzing these proposals – said the politician in the program “Tlit” of Wirtualna Polska. Alfred Bujara, chairman of the trade “Solidarity”, already referred to this information.
