Resolution: For an ideological and political restart of the BSP and the Bulgarian left – 2024-04-08 02:02:16

This is a direct and gross violation of Art. 31, para. 7 of the Statute of the BSP, which states: “The materials for the Congress are provided by the National Council of Delegates not later than one week before the meeting.”.

On January 20, 2022, a group of delegates submitted to the “Proceedings” department of “Positano” 20 Draft Resolution “For an ideological and political restart of the BSP and the Bulgarian Left”, insisting that it be included in the documents for the Congress and distributed to all delegates . Any delegate who wishes to join the petitioners can do so on January 22, 2022 (Saturday) at 09:45 in front of the Congress Secretariat in the National Palace of Culture.

For an ideological and political restart of the BSP and the Bulgarian left

In 2021, our party suffered three heavy defeats in the parliamentary elections. The support of 700,000 voters was lost compared to the elections of 2017. The left voters did not believe that the BSP was able to defend a managerial and public alternative, that it could liquidate the corruption model imposed in the last decade.

Regardless of the disastrous election results, political necessity has made us participants in a ruling coalition with a right-wing management program, albeit aiming to eliminate the “GERB – DPS” model. Can participation in the government automatically restore confidence in the BSP, revive the party, or on the contrary, if it fails, will it send us into political oblivion?

The serious expectations for the participation in power of BSP cadres, proposed by its leadership, are accompanied by efforts to cover up political mistakes, to forget personnel failures in forming the lists of close associates of the party chairman and the shameful results of the three elections. Bulgarian citizens determined our place as the fourth political force, supported by just over 3% of the total number of voters.

Authoritarian political power pursues a single goal – survival. The survival of the party leadership, however, goes against the restoration of the BSP as the great national party of the left. The ideological depersonalization, the organizational collapse and the erasure of the democratic beginning in the party have turned us in the eyes of the voters into one of many personal political projects.

Society today faces two dangers. One, to fall into the trap of the ultra-liberal “strategy” of the “continuing change”, Bulgaria to earn money from low taxes as almost a “financial hub of the Balkans” – at first an absurd intention against the background of the exact opposite trend in Europe and the world for ending tax havens. The other is to turn to xenophobic nationalism, which erases the democratic principles of socio-political life.

It is the duty of the BSP at this moment to stand out as the bearer of the necessary alternative. But a mandatory condition for the goal is to restore democratic cooperation in the party, unity among its members and confidence in itself as a truly democratic and nationally responsible political force as soon as possible.

As a first step, the Congress established the premature termination of the powers of the Chairman of the BSP at his request, effective from November 16, 2021, according to Article 17, paragraph 1, item 1 of the BSP Statute.

The Congress adopts the following decisions:

1. Appoints a temporary leadership of the BSP, for a period of six months, with the task of organizing the overall activity of the party in strict accordance with the statutory norms of intra-party democracy;

2. The interim leadership to prepare and propose “Rules for the election of the chairman” to guarantee equal electoral conditions for the candidates, presence in the media and transparent funding. After analyzing the past experience of direct election, the Executive to propose to Congress changes to the Charter to ensure:

– The functioning of the national party bodies – Congress and National Council, only and only in a present format;

– The election of the chairman of the National Assembly of the BSP should be carried out by the Congress;

– Procedure for premature termination of the mandate of the President by the Congress;

– Management positions in the political apparatus, including heads of departments, advisers, heads of offices, etc., should be members of the BSP and approved by the National Council.

3. Assesses the participation of the BSP in the government as expedient only from the point of view of solving some issues of important public importance – eliminating the corruption model, regulating prices on the energy market, managing the epidemic crisis.

4. Assigns the National Assembly of the BSP and the PG of “BSP for Bulgaria” to develop a social-management alternative that includes legislative changes for:

– Combating corruption and reforming the judicial system;

– Reaching the income of Bulgarian citizens to the average for the European Union;

– Overcoming the catastrophic demographic trend;

– To submit a proposal for the implementation of the “Belene” NPP project, to start preparations for the construction of new units at the “Kozloduy” NPP and to complete the projects regarding the transmission and storage of natural gas;

– To insist that by the middle of 2022, the government, together with the Board of the BNB, prepare an analysis of the socio-economic effects (direct and indirect pluses and minuses) of the accession of the Republic of Bulgaria to the Eurozone, with a view to adopting a national position on the matter.

5. By May 2022, a meeting of the 50th Congress of the BSP should be held to assess the results of the BSP’s participation in the quadruple coalition during the first six months of the administration.

6. Evaluates some personnel implementations in the executive power, as actions inconsistent with the Statute and contrary to basic principles of personnel activity. The interim leadership should review the personnel appointments from the point of view of the internal party criteria and requirements for holding public positions.

7. Within ten days, working groups issued by the Congress to prepare positions of the BSP for:

– The socio-economic situation of citizens and deepening social inequality and poverty;

– The economic situation in the state and the state of state finances;

– In defense of the Constitution, the parliamentary republic and the separation of powers;

– The state and effectiveness of the work of the regulatory bodies, as well as the need for legislative changes related to them;

– On the relations of the Republic of North Macedonia in connection with the process of its European integration and the protection of the rights of citizens with a Bulgarian identity, the Bulgarian spiritual and material heritage;

– On the need for a new security policy on the European continent and improving relations with the Russian Federation.

8. To proceed with the implementation of the decision of the 50th Congress of September 26, 2020 on the development of a project for a new program of the Bulgarian Socialist Party, which has so far remained without any development.

9. Rejects the unprecedented showdown with “Duma”, the murder of the left-wing newspaper and its transformation into a service organ of the party chairman.

10. The local party organizations should immediately take the necessary measures to restore the comradely interaction between the socialists as the mandatory condition for the successful representation of the BSP in the local elections in 2023.

The Congress rejects any intention for a new round of unprincipled accusations and qualifications against one or other actors and members of the party. Maximum responsibility and readiness for joint efforts to restore and strengthen the authority of the BSP as a strong left-wing socialist party, capable of being an expression and guarantor of the aspirations of the millions of Bulgarian citizens for a dignified life in a prosperous country, is necessary!
