According to the deputy, at the moment, construction companies are not involved in directly attracting funds from citizens, but only use bank financing. After putting the houses into operation, the developers return the money to the banks. In this case, the money of the stockholders is on escrow accounts under protection, which the developer does not have the right to touch until the construction of the facility is completed.

Note that this does not solve the problem of missed deadlines. Many shareholders sell old apartments to pay off a mortgage, while they themselves live for some time in rented apartments. If the construction company does not have time to deliver the house on time, the client is forced to pay more for the rent of a rented apartment and at the same time to pay a mortgage loan without delay.

Koshelev believes that even banks that issue loans to a developer who missed deadlines should take full responsibility on an equal basis with developers. He proposed to oblige banks to offset mortgage payments to stockholders in cases where the house cannot be delivered on time.
