Resignation of Chief Ulsan District Prosecutor and Imminent High-Ranking Prosecutor Appointments

It was confirmed that Noh Jeong-hwan, chief of the Ulsan District Prosecutor’s Office (26th Judicial Research and Training Institute), expressed his resignation on the 24th, as the appointment of high-ranking prosecutors was imminent.

According to Dong-A Ilbo’s coverage, District Prosecutor Noh posted his resignation on Epros, the prosecution’s internal network, on the same day. It is said that the resignation was expressed in time for the personnel appointment, as there is a high possibility that the high prosecutor and prosecutor-level personnel will be carried out as early as next week. Prosecutor Noh was promoted to the rank of chief prosecutor in 2020 and served as the head of the Supreme Prosecutor’s Office’s public trial, chief of the Cheongju District Prosecutor’s Office, and chief of the Daejeon District Prosecutor’s Office.

Prosecutor Noh said in a phone call with the Dong-A Ilbo that day, “I have successfully completed my one-year duty at the Ulsan District Prosecutor’s Office, and now it is time to open up opportunities for juniors.” Last month, Cho Jong-tae (25th term), chief of the Gwangju High Prosecutor’s Office, and Jeju District Prosecutor’s Office Lee Geun-soo (28th term) also resigned and left the prosecution service.

As early as next week, it is expected that the prosecution personnel will begin in earnest, starting with personnel at the high prosecutor’s office and chief prosecutor level. Currently, among the executives classified as chief prosecutors in the judicial affairs and prosecutors’ offices, there are five vacancies, including deputy chief prosecutor of the Supreme Prosecutor’s Office, chief of the Judicial Research and Training Institute, chief of the Seoul High Prosecutor’s Office, chief of the Daejeon High Prosecutor’s Office, and chief of the Gwangju High Prosecutor’s Office. In particular, the post of Deputy Chief Prosecutor General has been vacant since Prosecutor General Lee Won-seok took office in September last year.

The prosecution’s personnel appointments for the second half of this year have already been delayed by more than two months compared to last year. In the second half of last year, the personnel of the high prosecutors and chief prosecutors were on June 21, and the deputy chief prosecutor and chief prosecutor were on the 28th of the same month. This is interpreted as considering the fact that major pending issues are still ongoing in various parts of the country.

Justice Minister Han Dong-hoon met with reporters at the Ministry of Justice building in Gwacheon, Gyeonggi Province on the 9th and said, “It is an organization that has existed for over 70 years, and there is a personnel appointment every year, so it will be done according to the usual procedure.”
