Cho Doo-sun kidnapped and sexually assaulted an 8-year-old child in 2008.
After I was released from prison, I lived in Ansan, Gyeonggi Province.
I recently moved.
Residents around Cho Doo-soon’s residence, who suddenly heard the news, cannot hide their concern because there are day care centers and elementary schools nearby.

The criminal changed the sex of Cho Doo-a child soon on the 25th of last month.
He was released from prison in December 2020 and lived in a house in Wa-dong, Danwon-gu, Ansan-si, Gyeonggi-do, but when the contract period ended, he moved to a place about 2km away.
Residents who heard the news could not hide their worries.

“I’m worried. People live around there. So, they say they want to move, but they can’t move because they can’t afford it…”

“‘So Doo-hryan said he moved here.’ That’s why they said they were just putting their house up for sale.”
The distance from Mr Cho’s house to the nearest primary school is 300m, which is the same radius as the children’s protection area, and can be reached on foot in 7 minutes.
There are five daycare centers nearby, and if the area is extended to a radius of 1.5km, there will be 13 primary, middle and high schools.

“(Cho Doo-soon’s house) ‘I heard that he is in this neighborhood, but is he related to this area?’ (asking) There are a couple of people like that…”
The police and Ansan City have stepped up patrols around Cho’s house and increased crime prevention resources.
This is a special security center that was moved to when Cho Doo-luath moved.
The police use this place as a base and they constantly monitor the area.
This type of concern is repeated every time a notorious sex offender like Mr. Cho changes residence after being released from prison.
When Park Byeong-hwa, who was released from prison two years ago after sexually assaulting 10 women, moved to Suwon last May, local residents protested that they were kidnapped.
Recently, statistics were published showing that more than half of the country’s daycare centers and nurseries are within a 1km radius of a sex offender’s residence, which was shocking.
To eliminate residents’ concerns and conflicts again, the Ministry of Justice last year announced the ‘Korean Jessica’s Law’, which would force high-risk sex offenders to live in designated facilities only.
However, it did not cross the threshold of the National Assembly due to concerns that it could infringe on freedom of residence and movement.
Also, a similar bill was proposed last July, but is currently on hold due to the need for further review to see if it goes against the principle of prevention of excess.
