Residential Tranquility and Security in Housing Agreement – Eure-et-Loir Prefect Takes Firm Stance on Delinquency

“Our residents aspire to live in peace and safety in the common areas of their buildings and the surrounding public spaces.” It is in these terms that Hervé Jonathan, prefect of Eure-et-Loir, justified the signing of the agreement on residential tranquility and security in housing, Monday evening, November 13, at the prefecture of Eure-et-Loir. et-Loir.

Social landlords, representatives of the Chartres Métropole urban communities and the country of Dreux as well as the City of Dreux, the public prosecutor of Chartres, the bosses of the police and the gendarmerie were all around the table to approve this partnership which should make it possible to terminate leases, or even evict delinquents and troublemakers from social housing. “These people do not have to benefit from national solidarity,” argues the prefect.

The target is “recurring and repeated” delinquents and troublemakers. The new agreement will make it possible to communicate, with the assistance of the public force, to the lessors of the 30,000 Eurelian social housing units, “the factual elements” which will make it possible to constitute the termination file.

“The civil judge will decide”

If the prefect gave the impetus, the public prosecutor of Chartres, Frédéric Chevallier, will support social landlords in this procedure at the judicial level.

“The civil judge will continue to decide. It is a measured ambition: we hope that the few terminations or expulsions carried out will serve as an example.”

The agreement will also prevent people forced to leave their accommodation from being able to find new accommodation with another social landlord in the department. “There will be no waves of expulsions,” stressed the prefect. “But I believe a lot in setting an example.”
