“Isn’t it intriguing that an exceptional forest ecosystem is subjected to a development project without further reflection or study on its social and environmental consequences?” asks the resident of Sainte-Foy.
In a context of climate change, he adds, “no city can afford to lose 25 hectares of woodland of high ecological value.”
From 29 to 9.8 hectares conserved
According to documents consulted, including the 2014 Quebec Directory of Natural Environments of Interest, there is no conservation project for Boisé Neilson as a whole. In 2005, the entire wooded area of the Sainte-Foy sector was nevertheless among the natural environments of interest targeted by the City of Quebec.
Then, in 2009, it seems that this interest was withdrawn when the General Development Plan was adopted. This year, the municipal administration has confirmed going forward with real estate development, an “imminent threat to the wooded area”, believes Daniel Desroches. The project is still included in the revised Land Use and Development Plan, in force since February.
