The Royal Netherlands Marechaussee (KMar) and the Seaport Police Rotterdam (ZHP) have no insight into the greatest risks in border control, according to a study published by the Inspectorate of Justice and Security on Monday. The KMar and the ZHP work together to combat people smuggling, illegal migration and border crime. Because it is not feasible to physically check all ships, risk analyzes are carried out.
But this is lacking, says the inspectorate. “This approach requires a full view of the seaports, people entering and leaving there and possible risks. The KMar and the ZHP do not have that view in practice.”
One reason for this is that both the KMar and the ZHP have limited capacity. In addition, part of their capacity is spent on controls that are mandatory under the Schengen Borders Code, such as 100 percent checks on ferries and cruise ships, “the report said.
