Reorganization: the Head of State expands the missions of the FNE


On August 28, the Head of State signed a decree reorganizing and operating the National Employment Fund. Created in April 1990, this structure is now placed under dual supervision. On the one hand, under the technical supervision of the ministry in charge of employment and on the other hand, under the financial supervision of the ministry in charge of finance.
A public institution of an administrative nature, endowed with legal personality and financial autonomy, the decree of the Head of State places particular emphasis on this last aspect, in particular with the creation of the positions of accounting officer and specialized controller. with the fund.
Furthermore, the FNE “is responsible for implementing government policy in terms of promoting employment, self-employment and the integration of job seekers”. As such, it is responsible for coordinating the job market at national, regional and local level, in particular with employment agencies and offices.
In addition, the structure develops information and professional qualifications for companies and job seekers and implements programs to promote employment and integrate young job seekers. In the same vein, the FNE explores job opportunities and collects information from private and public companies on job offers with a view to placing job seekers.
Alongside these traditional missions, the Head of State extends the powers of the structure which ensures the reintegration of Cameroonian emigrant workers in the sectors of the economy after their final return to the country. In addition, the FNE participates in the training of self-employment and the promotion of start-ups [économie numérique]through specific projects and programs, likely to allow the creation of wealth-generating microenterprises, in particular, in the sectors of the digital economy, agro-pastoral, industrial, commercial, mining and artisanal production.
The text of the Head of State also provides the FNE with technical and financial resources to support promoters of micro-enterprises through appropriate short-term training aimed at giving them skills for entrepreneurship and self-employment.
