Reorganization of Elections for the Consultative Council of the Emirate of Sharjah: Decree by His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi

His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Member of the Supreme Council and Ruler of Sharjah, issued an Emiri decree regarding the reorganization of the elections for the Consultative Council of the Emirate of Sharjah.

The Emiri decree stipulates that each electoral district shall have an electoral body composed of citizens registered in it in accordance with the controls set by the Supreme Committee. The emirate is divided into electoral districts according to the number of municipalities in it, and each electoral district is allocated a number of council seats for the members who are elected, as follows:

Sharjah City: 9 seats, Al Dhaid 3 seats, Khor Fakkan 3 seats, Kalba 3 seats, Dibba Al Hisn 2 seats, Al Madam District: 2 seats, Al Bataeh 1 seat, Mleiha 1 seat, and Al Hamriyah 1 seat.

The decree stipulated that the Supreme Committee would approve the final electoral body list for each electoral district, and that the Election Management Committee would take the necessary measures to notify voters of it.

The decree also stipulated that a higher committee reporting to the ruler be established in the emirate and called the “Supreme Committee for Consultative Council Elections.”

Supreme Committee

The decree stipulated that the Supreme Committee be formed by decision of the ruler.

The decree stipulated that coordination and communication between the electoral district committees and the Supreme Committee be done through the Election Management Committee, and it may establish the necessary procedures for that.

According to the decree, the Media Committee will be formed under the chairmanship of the representative of the Sharjah Media Council in the Supreme Committee, and the membership of whomever it deems appropriate to seek assistance from those with experience and competence in this field.

The decree also stipulated that the security committee be formed under the chairmanship of the representative of the Sharjah Police General Command in the Supreme Committee.

The decree stipulated that the Smart Systems Committee be formed under the chairmanship of the representative of the Sharjah Digital Office in the Supreme Committee, and the membership of a sufficient number of people with experience, specialization and competence in the field of the committee’s work who may be considered for assistance.

The decree also stipulated that the relevant provisions contained in the Human Resources Law in force in the emirate must be taken into account.

The decree stipulates that if the candidate occupies public positions in a position other than the government, he must obtain the approval of his employer to grant him leave.

The decree stipulates that voters with disabilities who meet the required legal conditions have the right to run for membership in the Council, provided that they submit a medical report approved by the Medical Committee indicating the nature of the disability, its degree, and the extent of its impact on the candidate’s performance of the tasks assigned to the Council member.

The decree specified that the electoral campaign period would begin and end on the dates specified by the Supreme Committee in accordance with the approved timetable. Formation of the committee

His Highness the Ruler of Sharjah also issued an administrative decision regarding the formation of the Supreme Committee for the elections of the Consultative Council of the Emirate of Sharjah.

The decision stipulated that the Supreme Committee for the Consultative Council elections in the Emirate of Sharjah be formed, headed by Dr. Mansour Muhammad bin Nassar, Legal Advisor and Head of the Legal Department of the Government of Sharjah, and the membership of Major General Saif Muhammad Al Zari Al Shamsi, Commander-in-Chief of Sharjah Police, and Asma Rashid Sultan Bin Taliah, Secretary General of the Executive Council of the Emirate.
