In Paris, with some exceptions, Parisian landlords are restricted by a reference rent defined according to the characteristics of the accommodation to be rented. However, the Paris metropolitan area rent observatory notes a real effect, but less significant than expected, of the capping of rents in Paris in 2022. Olap estimates that “for more than a quarter of leases recently signed, the maximum legal is outdated.”

Generalization of rent caps in large cities

Rent capping is a key factor to take into account when making a rental investment in Paris, at the risk of seeing the profitability of the operation considerably reduced.

If the capital was a pioneer in the introduction of rent caps, it is no longer the only one. The system exists in other large urban areas, namely Bordeaux, Lille, Lyon, Montpellier, Villeurbanne, as well as the municipalities of Seine–Saint-Denis Plaine Commune and the Est Ensemble intercommunality.

Its implementation is also planned in the near future in 24 municipalities in the Basque Country, including Biarritz and Bayonne.

ImportantParis nevertheless retains a particularity, being the first city since January 1, 2023 to be able to directly monitor compliance with the rules, and if necessary, impose fines on unscrupulous owners.

As a reminder, this prerogative previously belonged to the prefecture.

What rate for your project?

This means that 25% of Parisian rentals do not comply with regulations.

Anomalies are more numerous in the category of very small areas (less than 20 m²), with 70% of housing rented above the ceiling. This phenomenon is due to the fact that landlords have the possibility of charging high rents per square meter while keeping the monthly rent at an affordable level. During relocations, that is to say a change of tenant, Olap points out an alarming situation:

This is added to the basic rent for accommodation enjoying a prime location or a level of comfort significantly higher than their equivalents in the sector.
