Renewing the U.S. National Quantum Initiative: Recommendations for Policy Action by Congress

The U.S. National Quantum Initiative (NQI), a $1.2 billion initiative enacted in December 2018, is set to expire in September 2023. However, there are expectations that Congress will renew the NQI in some form later this year. Support for quantum technology has bipartisan backing in Congress.

The House Committee on Science, Space, and Technology recently held a hearing on quantum technology, and various recommendations have been made by experts in the field. The U.S. National Quantum Initiative Advisory Committee (NQAIC) issued a report summarizing their findings, highlighting the importance of quantum research and development.

The Center for Data Innovation has now published a comprehensive report providing ten recommendations for policy action by Congress. The report includes a background on previous quantum research funding, profiles of key quantum research centers, and an overview of quantum research support by the UK, Canada, and the European Union. The recommendations for a renewed NQI include a funding level of at least $525 million per year for the next five fiscal years, support for researcher access to quantum computing resources, education and workforce development programs, a supply chain study, and international cooperation.

While the U.S. government was an early funder of quantum technology research, it has fallen behind some other countries in recent years. The report emphasizes the strategic importance of a strong quantum technology ecosystem for both national economic and societal well-being. The U.S. government is urged to take proactive measures to maintain its leadership position in quantum technology.
