Rempang Island Riots Triggered by Lack of Land Rights: Minister

Hadi explained that the 17 thousand hectares of land that will be used as the location for Rempang Eco City is a forest area and of that amount, 600 hectares are Land Management Rights (HPL) from the Batam Concession Agency (BP).

Hadi said, before the conflict occurred on Rempang Island, the government had approached the local community.

According to him, almost 50 percent of residents accepted the proposals that had been submitted. The government offers to find a new place to live or relocate that is adapted to people’s lives, namely as fishermen.

Hadi said that the government is also preparing Building Use Rights (HGB) on 500 hectares of land located close to the sea to make it easier to earn a living.

“From the 500 ha, we will divide it and immediately give it 500 meters and immediately get it certified. There, too, we will build facilities for worship, education and health facilities,” said Hadi.

The Ministry of ATR/BPN is collaborating with the Ministry of Maritime Affairs and Fisheries (KKP) to build a pier for fishermen.

During the development process, the government will provide living costs per family and find a place to live.

Hadi said that in the future the government will provide educational scholarships to China for children living in 15 points on Rempang Island. The area’s sons will be trained so they can work in the glass factory which is planned to be established on the island. The former TNI commander claimed that most of the people of Rempang Island were happy to hear the government’s explanation.

Chaos broke out on Rempang Island when BP Batam officers came to take land measurements. Residents reject the plan to clear the land to become the Rempang Eco City area.

At the end of last August the government designated the Rempang Eco City development project as a national strategic project. Residents reject the relocation that will be carried out after vacating the area. Local indigenous residents say they have been there since 1934. Residents of Rempang Island do not want their hometown to be eliminated even if they are given a place to relocate.

The government is forcing it to continue development. One of the first steps was to peg and measure the land in Sembulang Village, Rempang Island. This village was the starting point for the construction of the largest glass factory from China called Xinyi Group.
