Fifteen of the 19 kidnappers were from Saudi Arabia. A U.S. government commission has found no evidence that Saudi Arabia directly funded al Qaeda, but has left open the question of whether individual officials may have done so.

Saudi Arabia has been sued for billions of dollars by the families of nearly 2,500 of the victims and more than 20,000 victims, companies and various insurers.
