Lieutenant General Igor Kirillov, who heads Russia’s Nuclear, Biological and Chemical Protection Forces, presented documents and pictures showing why the military came to such a conclusion.
“We believe that biological weapons components are being manufactured on Ukrainian territory,” Kirillov said Russia TodayFriday (18/3/2022).
He noted that the document he presented had the signature of the original official and was certified by the seal of the organization. His remarks were aimed at journalists and experts in the West who doubted his veracity.
“One document, dated March 6, 2015 confirms the direct participation of the Pentagon in the financing of military biology projects in Ukraine,” Kirillov said.
According to the Agreement on Joint Biological Activities, the US officially funds the projects through the Ukrainian Ministry of Health. However, evidence suggests that the real recipients of the approximately USD32 million fund were the Ukrainian Ministry of Defense laboratories in Kiev, Odessa, Lvov and Kharkov.
According to Kirillov, pointing to a slide at the Pentagon’s request, this facility was selected by the US Department of Defense Threat Reduction Administration (DTRA), and contractor Black and Veatch, to carry out project UP-8, which aims to study the pathogens of Crimean-Congo hemorrhagic fever, leptospirosis, and hantavirus.
“From our point of view, the interest of US military biologists is due to the fact that this pathogen has a natural focus both in Ukraine and in Russia, and its use can be disguised as a natural disease outbreak,” explained the general.
