In a document that will be officially presented to the UN Human Rights Council on Monday, March 20, the Commission reported on the widespread and systematic use of torture and ill-treatment by the Russian authorities against persons it held in the occupied territories of Ukraine and in Russia itself.
“Especially cruel torture was used against active or former servicemen of the Ukrainian armed forces and persons associated with them, including their relatives,” the report says.
According to the commission, victims of torture also included:
- local officials;
- law enforcement officers;
- employees of the Zaporozhye NPP;
- civilians with pro-Ukrainian views.
“Torture was usually combined with lengthy interrogations. The victims were often handcuffed or handcuffed, their feet were tied, their eyes were covered with a hood or tied with a ribbon, bags or some of the things were put on their heads,” the commission added.
Former Ukrainian prisoners of war told members of the Commission that Russian authorities called them “Nazis”, “fascists” and “terrorists” and forced them to undergo “denazification sessions” that consisted of severe beatings.
In addition, the victims spoke of being beaten with rifle butts or batons, using stun guns, being raped and being exposed to cold for a long time. And in some cases, “torture was accompanied by executions.”
The Commission also found that additional methods of torture were used in areas under long-term Russian control and in more permanent places of detention.
“One of these methods was electrocution using a military telephone, known as a tapik, connected to an electrical cable with clips on the legs, fingers or genitals of men. The attackers called this “call to Lenin” or “call to Putin,” it says. in the report.
