Carlos Miguel was born in Torres Vedras, in 1957. Graduated in Law from the University of Lisbon, he practiced law until 2001. He was president of the Municipal Assembly, councilor and mayor of Torres Vedras, a position he held between 2004 and 2015. as mayor, he always had the confidence of the prime minister, António Costa, to have a State Secretariat, always linked to local power. He is an ardent supporter of regionalization, arguing that it will bring “innumerable” advantages to the regions

Decentralization is on the ground, but there are competences that mayors do not feel comfortable assuming, such as health or education. Does the fact that you were a mayor make you understand these fears better?

Mayors are comfortable with any of the 22 competencies that have been transferred to municipalities. It turns out that, in areas such as education, it was necessary to make administrative and financial arrangements, which were concluded in the meantime. In health, there is still work to be done between the Regional Health Administration and each of the municipalities before the respective transfer documents are signed, which should describe the actual state of the facilities and equipment. Even so, 76 records have already been signed in the health area, which represents 38% of the total.
