On the basis of the claims balances of the 413 German registration districts, the GDV has updated its regional class statistics for motor vehicle liability, partial and fully comprehensive insurance. More than nine million drivers are affected by upgrades or downgrades.
In about every ninth federal German registration districts, actuarial movement started at the beginning of October last year: in 48 regions motor vehicle liability classifications were made, around 4.5 million motorists benefit from improved regional classes, around 4.8 vehicle owners had to accept a higher classification. For the large number of road users, 32.4 million in 317 registration districts, everything stayed the same. However, even a reclassification is not a guarantee for less or more annual premium: the non-binding recommendations of the GDV do not have to be taken into account by the respective company and a cheaper regional class does not yet allow any conclusions to be drawn about the development of the total insurance premium.
Nevertheless, the regional claims balance sheets are of interest, as they also reveal something about the statistical risk of being involved in a traffic accident around one’s own place of residence – this is where the vast majority of car journeys take place. But even if it crashes during a business trip or on the way on vacation, the crash is included in the statistics of the district in which the vehicle is registered – usually the home address of the owner.
Berlin remains an expensive place
For years, the GDV experts have noted that the damage balance sheet in the north is particularly good: Brandenburg, Schleswig-Holstein, Lower Saxony and Mecklenburg-Western Pomerania are below the national average. The best statistic in Germany in motor vehicle liability insurance was calculated for the Prignitz in Brandenburg – there the damage is 30 percent lower than in the national comparison. 140 kilometers further to the south-east, things look completely different: As in the past, Berlin has a particularly poor loss balance and is more than a third above the national average. High regional classes also apply in other large cities, in addition to the two metropolises of Hamburg and Munich, the significantly smaller regions of Essen and Nuremberg with 12 at the upper end of the scale. Parts of Bavaria such as Augsburg, Fürth, Ingolstadt, but also Kempten im Allgäu or Schwabach are expensive.
Bavaria from expensive to cheap
In comprehensive insurance, the improvements are currently predominating: almost 3.4 million partially and fully comprehensive policies were classified in lower, 3.22 million in higher regional classes. For 80 percent of motorists, around 29.6 million, nothing has changed. At least in the fully comprehensive insurance, the division into cheap north and expensive south was confirmed: While the Wesermarsch in Brake (Lower Saxony) has the lowest index value in Germany, Garmisch-Partenkirchen at the foot of the Alps, which is popular with tourists, is almost twice as high is therefore in the most expensive regional class 9. The whole range of classifications in partially comprehensive cover also reflects Bavaria: Bamberg in Upper Franconia in the north of the Free State is with regional class 1 almost 50% below the national average. In the Ostallgäu approval district, on the other hand, the national maximum value is achieved with 14 and an index value of well over 200. As in previous years, no region was classified in partially comprehensive classes 15 and 16.
Background: regional classes
Once a year the GDV statisticians evaluate the damage balance of the 413 German registration districts in order to determine the regional classes for the around 41.7 million drivers. For this purpose, the damage in motor vehicle liability, partial and fully comprehensive insurance is actuarially converted into an index value. If it is higher than the reference of 100 and thus the nationwide average (in KH 6, in TK 7 and in VK 4), the annual premium tends to be more expensive, whoever is classified as cheaper pays less. There are 12 classes for liability, 9 for fully comprehensive and 16 for partially comprehensive insurance – the higher, the worse the respective damage balance. Where an accident or damage occurs is not decisive for the statistics: the place of residence and thus the registration district of the vehicle owner is relevant. The regional statistics of the GDV are non-binding for insurance companies and can be used for new contracts and for existing contracts on the main due date from the date of publication – this was usually January 1, 2021.
