CALL FOR EXPRESSIONS OF INTEREST (Design office)

The Republic of Chad has obtained funding from the International Fund for Agricultural Development (IFAD) and the Green Climate Fund intended to cover the cost of the Project Strengthening Innovation in Agro-pastoral Entrepreneurship of Youth and Women of Chad (RENFORT) and plans to partially use it to provide consulting services.
The use of IFAD funds is subject to IFAD approval, on the terms and conditions set out in the financing agreement and in accordance with IFAD rules, policies and procedures. IFAD and its representatives, agents and officials are exempt from any liability relating to legal actions, proceedings, claims, demands, losses and obligations of any kind and nature that any party may invoke within the framework of the RENFORT project.
The Consulting Services (“the Services”) relate to studies of minimal dietary diversity in women aged 15-49.
The Secretary General of the Ministry of Agricultural Production and Industrialization now invites eligible consultancy companies to express their interest in providing the services in question. Interested consulting firms are required to provide information certifying that they have the required qualifications and relevant experience to provide these services.
We draw the attention of interested consulting firms to the IFAD Policy on Combating Money Laundering and Countering the Financing of Terrorism[[1]]url:#_ftn1 and on the Revised IFAD Policy on the Prevention of Fraud and Corruption in its Activities and Operations[[2]]url:#_ftn2 . The latter sets out the provisions adopted by IFAD regarding objectionable practices. IFAD also strives to ensure that its activities and operations take place in a healthy working environment, free from any harassment, including sexual harassment, and any sexual exploitation or abuse, as specified in its Policy on matters of prevention and repression of sexual harassment and sexual exploitation and abuse[[3]]url:#_ftn3
The consulting company cannot be in a situation of real, potential or reasonably perceptible conflict of interest. Any consulting company in such a situation will be excluded, unless expressly approved by the Fund. A conflict of interest is presumed to exist when a consulting firm, its staff members or its affiliates a) have relationships that allow them to have undue knowledge of undisclosed information concerning or affecting the selection process and the execution of the contract, b) respond to several calls for expressions of interest within the framework of this procurement procedure, c) have professional or family ties with a member of the management board of the buyer or the latter’s personnel, with the Fund or its agents, or with anyone who has taken or could reasonably take part, directly or indirectly, in i) the establishment of this call for expressions of interest, ii) selection process for the relevant contract, or (iii) the execution of the latter. Consulting companies are permanently required to report any situation of real, potential or reasonably perceptible conflict of interest that appears during the establishment of the expression of interest, the selection process or the execution of the market. Non-disclosure of such situations may result in exclusion of the consulting firm, termination of the contract or any other appropriate measure in accordance with the IFAD Policy on the Prevention of Fraud and Corruption in the context of its activities and operations.
The consulting companies will be selected according to the Technical Quality and Cost-Based Selection (SFQC) method explained in the Practical Procurement Guide available on the IFAD website at the following address:

The pre-selection criteria are as follows:
Consulting companies may form associations between themselves in the form of a joint venture or a firm offering subcontracting consulting activities in order to be better qualified.

Clarifications may be requested no later than ten (10) days before the bid submission date.
Expressions of interest must be submitted in written form using the forms provided for this purpose. They must be submitted to the following address: Antenne des Projets FIDA, Tel: +235 66 29 70 25 in N’Djamena, no later than November 15, 2024 at 12 p.m. and expressly bear the words “ Notice of expression of interest for the recruitment of one (01) Design Office responsible for conducting studies on minimum dietary diversity among women aged 15-49.
