Allows for local use of corona certificate

Corona certificates locally have been in great demand recently, but municipal leaders have also been skeptical about the measure.

Today, a regulation has been adopted that makes it possible for municipalities with infection control measures to use the corona certificate.

– Korona certificate will take care of business, private individuals and religious freedom, and make the measures less intrusive, says Kjerkol, and adds that this will provide relief for the fully vaccinated.

The Norwegian Directorate of Health will create a guide for the municipalities. The certificate provides relief to fully vaccinated, those who have had the disease, and those who have tested negative for covid-19 in the last 48 hours.

The Norwegian Directorate of Health recommended in advance that it be investigated whether the corona certificate can be used nationally.

– The use of corona certificates must be done locally in the municipalities, Kjerkol said at the press conference. But Kjerkol opened up to look at a national solution for the use of this.

Refreshment dose for 65+ before Christmas

The Norwegian Directorate of Health also recommended that relief in connection with the certificate should be linked to full protection. That is, you have been fully vaccinated, or have had corona for the last 12 months.

“Partial vaccination should no longer provide access in line with full protection,” the directorate writes.

The Directorate also recommended that the municipalities introduce a corona certificate for events in public places and restaurants. In municipalities with a serious infection situation, the directorate also recommended use in places such as swimming pools, cinemas and theaters.

In addition, Kjerkol says that everyone over 65 will be offered a refreshment dose before Christmas.

– Many of those who are hospitalized now are elderly people who were vaccinated in late winter, Kjerkol says in a press release.

In advance, the Norwegian Directorate of Health said that the decision that the entire population should receive a refresher dose should be taken quickly.

The government also encourages the municipalities to ensure that 16- and 17-year-olds receive a second dose as soon as possible.

Stricter entry restrictions

– As a result of the infection situation, the government has chosen to introduce strict control requirements when entering Norway, said Minister of Justice and Emergency Management Emilie Enger Mehl at the press conference.

She asks all travelers to be careful and make sure they have the necessary documentation available. The changes will take effect on 26 November.

– We change the obligation to test before entry. The duty applies to everyone, no matter where you travel from, unless you can document that you have been fully vaccinated or have undergone corona in the last six months, says Kjerkol.

Children under 16 are exempted from the test obligation if it is difficult to complete. The test must be taken within 24 hours before entry, says Kjerkol.

The Norwegian Directorate of Health recommended in advance that the quarantine of infection be reintroduced for household members and correspondingly close regardless of vaccination status.

The Norwegian Directorate of Health also made a number of recommendations to municipalities with high infection pressure. Among the local measures recommended by the directorate are home offices, measures to protect vulnerable groups, and face masks.

Hospitals across the country reports pressure capacity. St. Olav’s hospital in Trondheim is among the hospitals that postpone planned operations due to hospitalized coronary patients.

In its recommendations, the directorate writes that the infection situation can lead to a “lack of capacity” in the health service. Kjerkol addresses the capacity situation in the hospitals at the press conference:

– Everyone who needs immediate help, gets immediate help. Treatment of cancer, children and mental disorders and substance abuse disorders is given priority. And then the intensive capacity will be better, says Kjerkol.
