Members of the government and the National Autonomous Road Maintenance Fund (FANER) gathered around a workshop on Wednesday, November 22 in Libreville to formulate recommendations that will allow the best recovery and orthodox management of the road wear fee. road (Rur) in Gabon.

Among the members of the government present at this workshop, we note the presence of the Ministry of Public Works, Oil, Economy and the Minister of Accounts. Indeed, the stakeholders recommended that the RUR be collected by the distribution companies of petroleum products and remitted in two entries for the benefit of FANER and the General Directorate of Studies and Laboratory (DGEL) in two accounts opened in the books of the Central Bank, in accordance with the distribution provided for by the Finance Law.

According to the Gabon Actu website, the participants in the meetings relating to the problem of recovery of the RUR also recommended the establishment of an interministerial commission (Oil, public accounts, Economy and Public Works) responsible for monitoring and controlling recovery. of the RUR. They also recommended examining the possibilities of early repayment of the BGFI Bank loan by the State with the funds available in the drawing account and in the escrow account and repayment of the possible balance into the accounts of two beneficiaries of the RUR (FANER and DGEL).

The appointment of an accountant to signatory for the management of the two accounts opened in the books of the central bank was also recommended. “I am convinced that the application of these recommendations will improve the governance of the funds which are made available to the National Autonomous Road Maintenance Fund for the well-being or comfort of the movement of goods and populations on our road network,” indicated with satisfaction in his closing speech of the workshop work, Flavien Nzengui Nzoundou, Minister of Public Works through the Gabon Actu site.

The government member welcomed the active participation in his meeting of his two colleagues, in particular Marcel Abeké and Charles Mba, respectively Ministers of Oil and Public Accounts. FANER, the secular arm of the State, whose mission is to ensure maintenance operations on the national road heritage, suffers from insufficient resources to carry out its activities.

For the Director General of FANER, Patrice Mezui, “the RUR collected overall, stands today at 37 billion FCFA and that of these 37 billion, there are 15 billion which are held in the escrow account opened at the central bank to meet financial needs and overall 22 billion had been returned to the Public Treasury, of these 22 billion FANER only received 6 billion and 14 billion remains to be recovered at this date.
