Azerbaijan’s prosecutor’s office said five Russians were killed Wednesday when Azerbaijani forces mistook them for Armenian separatists, while one Russian was shot dead by Armenian separatists.

Armenian separatists reportedly agreed to lay down their arms on Wednesday under a ceasefire deal brokered by Russia after 24 hours of fighting. Thursday’s talks were also organized in the presence of the so-called Russian peacekeepers.

The Chancellery of the President of Azerbaijan announced that the two-hour long talks took place in a “constructive and peaceful atmosphere” and both sides agreed to continue the talks. Representatives of Baku have submitted a plan for the “reintegration” of Nagorno-Karabakh in Azerbaijan and have promised to provide urgently needed supplies of fuel and humanitarian goods to the enclave’s residents, as well as provide them with the necessary medical care.

Nagorno-Karabakh, which was part of the Azerbaijan SSR during the Soviet era, has been a “de facto” independent Armenian republic since the early 1990s. Although Azerbaijan has not controlled Nagorno-Karabakh since the collapse of the USSR, it considers the Armenian-populated region as its territory. The international community also considers Nagorno-Karabakh a part of Azerbaijan, and no country has recognized the independence of this region.

In 2020, the six-week war between Armenia and Azerbaijan ended with a ceasefire brokered by Russia. According to the agreement at the time, which many in Armenia consider a betrayal, the Armenians lost part of the core territory of Nagorno-Karabakh, as well as all the districts of the so-called security buffer zone, which had been under Armenian control since the 1990s.

Armenia has warned the UN on Thursday that Azerbaijan is carrying out “ethnic cleansing” and committing “crimes against humanity” after regaining control over the territory of Nagorno-Karabakh. A total of 120,000 Armenians are estimated to live in Nagorno-Karabakh.
