Budget 2018.
“The government allocated today an additional 15 million BGN for the BAS. What is the balance sheet of Budget 2018, where will it take us and what are the breakthroughs in it?” asked the host Denitsa Gacinska. Rumen Gechev replied that it was good that the government had allocated these 15 million. However, the BSP has been pursuing a consistent policy of increasing funds for BAS and universities for years, because the EU is based on a knowledge economy. Member States are increasing funding for science and education, while we are doing the opposite. The MP explained that our country allocates 0.25% of GDP for science, which is between 8 and 10 times less than what is allocated on average in the EU. “What should we do to convince that Bulgaria has no way out of the humiliating last place in the EU, except by increasing its spending on applied scientific research and increasing the efficiency of Bulgarian education. It is very strange that the rulers of GERB and their associates seem to be carrying out a policy of a kind of genocide against Bulgarian science!”, said Rumen Gechev categorically. According to him, GERB stubbornly withholds funds for education and this is one of the gross mistakes in the formation of the government’s budget policy. There is practically no politics in the budget.
Rumen Gechev also noted the fact that the budget was adopted “in the dark ages”, which is unacceptable and does not happen even in underdeveloped countries. He continued that the government is practically giving up on budget policy. It simply offers us a balance sheet that is professionally done. “In other countries and nations, this fiscal policy is tied to general economic policy. Where is the investment fund in Bulgaria’s budget? And let our opponents not justify themselves that we almost wanted to build new state-owned enterprises. We have said a thousand times – we are talking about an investment fund like in Germany, France, Canada, Japan. For a fund that is distributed through market mechanisms on the basis of a public-private partnership!” explained the People’s Representative from “BSP for Bulgaria”.
Rumen Gechev also commented on the government’s rehabilitation program, expressing the opinion that the social effect of this measure is rather questionable. He asked why the whole of Bulgaria should pay for the renovation of a few dozen or a few hundred apartments. Energy saving and sanitation are being done all over the world, but the main costs are borne by the owners. That is, we have a serious economic and social problem here.
In conclusion, Rumen Gechev stated that the government has not yet presented a development program for Bulgaria. In the document presented by the government, there are no numbers, only wishes. Also, priorities can be 5 or 6, but not 500.
Privatization and the doubts caused by the participation of Cornelia Ninova in this process.
“What alternative do the BSP and the leader Cornelia Ninova offer, since there are many doubts surrounding her name regarding the privatization of Technoimpex, which is undoubtedly legal, just as the privatization of BGA Balkan and other enterprises is legal, but what is the moral and political aspect of the problem?” asked the presenter Denitsa Gacinska. Rumen Gechev answered that there is indeed both a legal and a moral problem with privatization. He continued that politicians cannot be moral judges, but the Bulgarian voter can be a moral judge. According to the national representative, privatization is legal, but usually the rulers change the laws in such a way that they work in their favor. There is no problem in the privatization mechanism, but there is a problem in the details. It is a problem when the rulers change the laws so that their relatives and friends get advantages in privatization. “During the ruling of the right-wing coalition from 1997 to 2001, they created unique conditions that allowed large companies to be privatized with yellow pennies!”, he was categorical. Rumen Gechev. He continued that under Ivan Kostov, the assets of the state were bought for billions, and it can even be said that they were not bought, and this is a form of gift. This is no longer moral and the Bulgarian people themselves have given this assessment.
“Will you put this question to the BSP plenum?” Did the transition and privatization take place according to the rules of the BSP, as the deputy chairman of the party Kiril Dobrev claims, and when can such a National Council be held?” asked the host Denitsa Gacinska. Rumen Gechev replied that neither the chairman nor the vice-chairman can give assessments of the transition, as these assessments are made by a collective body. Otherwise, everyone is free to express their opinion. However, in this case, Kiril Dobrev is not just expressing a personal opinion, but making large-scale assessments that do not correspond to his training and abilities.
“But what alternative can the BSP be, after the leader Kornelia Ninova is labeled as a privatizer?” asked the candidate once more Denitsa Gacinska. The interlocutor replied that he would not use the term “brand”. He continued that he did not intend to defend her, but he could say that Ninova was involved in a privatization process in which many people were involved. With Ninova, the main question is how she became the director of these enterprises, and BSP should not bury its head in the sand. According to the People’s Representative, this issue is difficult and therefore he does not envy the chairman of the BSP. He added that knowing the mechanism of appointment of managers of leading enterprises, hardly anyone believes that it is done by lottery. For this type of enterprise, the sieve is very large and only people are admitted who have been checked by the authorities and should meet certain requirements. “Unfortunately, people who are in some way close to the authorities, either politically or by family, are also killed. But that’s not my job to comment on. But anyway in this type of companies the new managers are appointed why? To privatize! No one has any illusions that in 1998-99 heads of state-owned companies were appointed, because the entire sector was about to be privatized. So there were placed in hundreds and thousands of companies people who were placed there to participate and carry out the privatization process. And about the party and the leaders – BSP is not a leadership party, we have had many leaders, in democracy all leaders are temporary. I’m basically talking if a leader has a problem, his problem should not be transferred to the party. Rather, a leader can shoulder some of the burden of his party, that’s what real leaders do, but real leaders don’t dump their problems on their party.
