The new digital platform of the General Secretariat of Information Systems and Digital Governance starts accepting applications for the acquisition of encroached public properties from today. The purchase price under conditions is limited to even 20% of the objective value while it is paid in up to 60 interest-free monthly installments with a minimum installment of 100 euros.
Who has priority?
The first to be able to apply are those interested in real estate in the regional units of Aitoloakarnania, Arcadia, Evros, Evia, Heraklion, Ioannina, Karditsa, Corfu, Larissa, Lasithi, Lesbos, Magnesia, Xanthi, Pieria, Rethymnon, Samos, Trikala, Fthiotida, Chania and Chios.
The deadline
With the deadline expiring on September 30, 2025, those interested will have to “hunt down” dozens of supporting documents and certificates for the property they will purchase and for which they will acquire legal title deeds
On October 31, 2024 the platform will be available for all the remaining regional units of the country with the deadline for submitting applications expiring on October 31, 2025.
The entrance to the platform
Applicants enter the platform with TaxiNet codes, while the option to submit the redemption request will also be provided by an authorized person, who must fill in the A.F.M. of and to attach a responsible declaration of authorization from gov.gr or with a certificate of genuine signature.
Access to the Integrated Information System is through gov.gr at https://aeda.apps.gov.gr
Conditions
A basic condition for the right to submit a redemption application is the exercise by the applicant himself or the licensors, of public property, of uninterrupted possession:
a) for at least 30 years with title,
b) for at least 40 years without a title, as long as the applicant uses the property as his main residence or as an accessory to it or to carry out tourist, craft, industrial, commercial or agricultural activity,
c) the declaration of the property on the “E9” form for at least the 5 years preceding the application.
To submit the application, a fee of 300 euros is required, which is offset against the purchase price or returned if the application is rejected.
Application control
The takeover application is considered in three stages:
- File completeness check, made by the Directorate of Public Property.
- Control of the essential content of the file, carried out by the competent Real Estate Service.
- Verification of the conditions for the acquisition of the public estate, carried out by the special Committee
The application
In the redemption application, the applicant’s name, Tax Registration Number, telephone number, postal address, e-mail address, as well as the public property to be redeemed, invoking this law, according to case. If the application is submitted on behalf of a legal entity, fill in the corresponding details of its legal representative.
The supporting documents
For each new request, a digital file is created for the request, which includes the following:
- Details of the natural person (surname, patronymic, VAT number, residential address details,
- If the application is submitted by a legal entity (personal details of its legal representative)
- Details of the public property (type of property, territorial jurisdiction, OTA, etc.).
- Characteristics of the property: the area to be acquired, the type of area, the building area, if it is within the plan, if it is in a border area, if there is a forest area of more than 20%, the existence of any building/arbitrary construction or legalization, if it falls under in a Natura/Ramsar/water habitat area (as exceptions are provided)
- Building permit details (number and date of building construction)
- The objective value with the relevant calculation sheet
- Topographical diagram and engineer’s declaration
Responsible statement from gov.gr confirming the extent of the public properties to be acquired - Excerpt of cadastral diagram and cadastral sheet of the property
- Information on the areas covered by the Dodecanese Land Regulation,
- Certification of building conditions from the competent service.
- Details of the location of the area to be acquired (map focused on the area above)
- Information regarding the ownership of the property: titles and supporting documents, act of administrative tax assessment for the last five years preceding the submission of the ENFIA application, declaration of the property on the “E9” form for at least the 5 years preceding the submission of the redemption application .
- Information regarding exemptions and discounts for the redemption
- Additional supporting documents, in particular for proof of ownership of the public property (a box is provided for applicants to fill in comments in free text).
- e-paravolo with the code to book the paravolo.
Price – discounts
The price corresponds to 100% of the objective value of the plot or field. However, discounts of up to 80% are provided on the purchase price depending on the personal and family situation of the applicant. A discount is also applied:
50% if the private individual has been recognized in the first instance as the owner of the property.
50% if the private individual has been listed as the owner in the first cadastral records and an action has been brought by the State or the deadline for bringing an action has not passed.
70% if he has filed an appeal against a court decision to recognize ownership of the property by 12-31-2022.
80% on the assessed value for property meeting the housing needs of the applicant (or original grantor) as a result of mass settlement of pre-1964 population groups.
The installments
The price is paid either once with a 10% discount, or in installments in up to 60 interest-free monthly installments, with a minimum amount of 100 euros per month.
