Russian President Vladimir Putin instructed to simplify the use of the Fan ID system for citizens, primarily for the disabled, pensioners and children, by May 1. Relevant instruction following the meeting on February 15 published on the Kremlin website.
“The Government of the Russian Federation, together with the ANO Agency for Strategic Initiatives to Promote New Projects, should take measures to simplify the use of football fan identification systems by citizens, primarily the disabled, pensioners and children,” the order says.
A Fan ID is required to attend matches of the Russian Premier League and the final of the Russian Cup. After the introduction of the system at all RPL arenas, match attendance dropped sharply from the second half of the season.

Since March 15, the Ministry of Digital Development has launched the opportunity to issue a fan card without visiting the MFC.
In early March, presidential aide Igor Levitin said that there was no question of canceling Fan ID.
On March 25, Deputy Chairman of the Security Council Dmitry Medvedev said that the rules for issuing a fan card need to be adjusted, since Fan ID causes “a lot of complaints.”
